Techno-Optimist Perspective on Effective Altruism

According to predictions by Metaculus, the timeline for the advent of Artificial General Intelligence (AGI) has been dramatically reduced from 50 years to just 6 years. This potentially revolutionary development promises to bring unprecedented changes to our global society. Despite this rapid advancement, our collective understanding of AGI’s potential impacts and the strategic approaches needed to harness this technology effectively remains underdeveloped.

Over the past decade, the Effective Altruism movement has emerged as a pivotal player in shaping the global discourse on human and AI alignment, as well as on the safety, transparency, and reliability of AI technologies. This movement, grounded in rigorous evidence and reasoning, aims to identify and implement the most effective ways to better the world, frequently through targeted, philanthropic efforts.

This article will explore how the principles laid out in Marc Andreessen's recent "Techno-Optimist Manifesto" (Autumn 2023) could inform and potentially reshape the Effective Altruism approach towards AGI. It will discuss the necessity for a practical understanding of near-AGI technologies in various sectors and their implications for job transformation and creation. By considering the roles of startups and government in this evolving landscape, we aim to highlight the opportunities for both policy and technological innovation that align with societal needs.

We will specifically address how a practical implementation of AI could transform various sectors, change job roles, and create new employment opportunities, all within the framework of sophisticated, multi-stage AI deployments that are expected to become increasingly prevalent. By aligning these technological advancements with the core values of Effective Altruism, we can foster a future where AI not only complements but elevates human capabilities and societal well-being.

Key ideas:

  1. Rejecting the Dooms Day: Andreessen argues against the notion that technology is harmful, instead proposing that it is essential for human progress and civilization​​. The Effective Altruism movement on the other hand has de facto solely focused on evaluation of potential harms and error detection in current AI models, almost always resulting in dooms day scenario, where AI is incontrollably taking over, without the ability of human supervision. We are rejecting this end result as a possibility and we want to bring forward practical solutions that are in our policy and IT system architecture arsenal.
  2. Techno-Optimism and Negative Externalities: In alignment with Ray Kurzweil's Law of Accelerating Returns​, technology and markets cocreate continuous growth, abundance, and innovation. Upcoming technology presents potential for a far superior way of living​​ although we have yet been able to deal with all negative externalities, technology so far has brought onto our planet, AGI is actually our best shot at building body of research capable of never before seen innovative solutions dealing with them all.
  3. Amplification of Human Potential: AGI should be used to enhance human capabilities, making individuals more efficient and effective. This means deploying AGI in ways that enable people to tackle more complex problems with precise solutions. The goal is to create a society where the cost of business operations is minimal, and democratic processes are strengthened by AGI's support. Identifying which jobs will be amplified, which will become obsolete, and what new roles will emerge needs to be predicted in detail in order for our society to adapt in time. The 'jockey metaphor' is apt here, suggesting humans will guide AGI, deciding what tasks it should prioritize and how what is system of objectives we want to take care for.
  4. Growth as Progress: Societies must grow or die in order to evolve. Technological progress drives economic and wage growth, job creation, and overall improvement in material well-being​​. Change required will have massive impacts, bigger than ever before, but we must stay focussed on what we want to happen, rather than what we do not want. This is where Effective Altruism, despite its positive name, fails big time. We need to program our AI systems to help us leap towards abundance. By comprehensively evaluating our needs and requirements, and our possibilities we can come up with list of solutions that best address the hundreds of objectives our civilization needs to keep track of in order to preserve the values our cultural customs and living styles rely on the free markets.
  5. Intelligence as Progress Engine: Andreessen views intelligence as the ultimate engine of progress and advocates for the expansion and symbiosis of human and artificial intelligence​​. AI has both bottom up (routine tasks automation) as well as top down (creativity and planning) potential in upgrading our society. Where these two approaches meet is where the magic happens. Our ability to control and measure the actual task executions and performance quality and quantity will also give us the potential to design better objectives in order for our main goals to be effectively reached. This will be a slow iterative never ending continuous process and our human intepretation skills will be absolutely key in making sure the systems output is aligned with whatever local context.
  6. Societal Well-being and Meaning of Life: Markets and technological change increase societal well-being by creating opportunities for productive work. We deeply believe, the rise of AGI does need to and should not end in humans not doing any meaningful work. Universal Basic Income is a desperate solution most probably ending in complete lack of human incentives to be part of creating a meaningful common reality. Humans need healthy stress to feel like they are getting ahead and grow day to day into a better self. People that lose administrative, routine, manual jobs need to be given new “democratically representative” roles to control outputs of the AGI and whether they match what is desired by citizens at local level.
  7. Hybrid Organizational Objectives and Cooperation: Andreesen stresses the importance of values such as ambition, merit, bravery, free thought, and the challenge of authority, advocating for risk-taking and individualism in the pursuit of progress​​. In our view, it will be a mix of startups and state initiatives that will lead to optimized domains and growth. It is our goal to envision a framework where startups explore new territories in optimization, complemented by state-run programs that harness AGI for public welfare and more efficient governance.

Implications for Czech Republic

In the context of embracing Artificial General Intelligence (AGI) for economic growth, here's an outline of strategic initiatives we need to immediately start working on:

  1. Custom Research and Development: Research into AGI in the most practical context should take place all over the startup and AI communities. The Czech government should prioritize funding and supporting research in AGI and related technologies. This could include establishing dedicated research centers or increasing grants and incentives for universities and private research institutions focusing on AGI.
  2. Entrepreneurial Ecosystem Development: In order to take our seat at the table with major world leading players, we need to build a strong company that implements some of the human work amplification, strategic analysis and planning, complex task automation ideas this manifesto has declared to research.
  3. For that we need to foster a vibrant AGI startup scene. This involves creating discussion groups, connecting academic researchers, AI engineers and businessmen as well as mentorship and access to capital.
  4. Education and Everyday Innovation: Revamping the educational curriculum to include advanced AI and computer science courses is crucial. Job performers, who are the best experts on what is required, should be motivated to foster practical implementations of all kinds of AI tools and algorithms that simplify the tasks at hand.
  5. Objectives Co-Development: Collaborations between the government, academic institutions, and the private sector should be encouraged to accelerate AGI development and application, while at the same time coming up with practical objectives of more and more abstract tasks which can be automated or where human work can be amplified. This will lead to practical AGI solutions tailored to the needs of the Czech economy and society.
  6. Focus on Specific Industries: We need to identify key sectors where AGI can have a significant impact (like manufacturing, healthcare, finance) and direct resources and research towards these areas to yield early and tangible benefits.
  7. International Collaboration and Influence: Engaging in international dialogues and partnerships on AGI can help the Czech Republic stay at the forefront of AGI development and policy-making. This could involve participating in global forums, forming strategic partnerships with leading AGI nations, and collaborating on cross-border AGI projects.
  8. Ethical and Regulatory Frameworks: Establishing comprehensive guidelines and regulations for AGI development and deployment is vital. This includes addressing ethical concerns, ensuring transparency, and setting standards for safety and reliability.
